User Problem

Admin would like to restrict the ability to create goals to certain users only, while allowing all users to view and comment on goals.
Ultimately we'd like to lock it down a bit more than the default so that only certain users can create goals. We'd still like everyone with an account to be able to view, comment, and interact with the goal.
