Issue Summary

When searching Projects or Goals by reporting lines the user should be able to filter by manager even if they are managed by a different organisation from the one managing the site they are trying to access.

Steps to Reproduce

1. Have a user that belongs to organisation 1
2. The user should try to filter Projects or Goals by reporting lines on a site managed by organisation 2

Expected Results

• Any user with access to the site will be able to use the reporting line filter, to filter by managers in this site.

• Users not belonging to the site should not show up in the reporting line filter

Actual Results

Currently the dropdown is empty and an Error is logged "User <userId (orgId)> does not have permission to see reporting lines for account <accountId (ordId)>, organisations don't match.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
