Allow people scope to be accessible without Jira or Confluence license

      User Problem

      Currently, for the people scope and ability to see other site users and reassign goal ownership to them, a user needs:

      • Either access to Jira
      • Or access to Confluence AND Confluence search is not turned off

      Users would prefer Goals/Projects to exist idependently to allow assigning goals/projects to other team members.

      Suggested Solutions

      Allow people scope to be accessible without a Jira or Confluence license.

      Current Workarounds

      Grant a Jira license to a user or grant a Confluence license while the Confluence search is not turned off.
