When creating a new Project, allow link to additional work types

      Issue Summary

      The Project creation modal allows a link to Epic level work type. While it is possible to link a project to another work type, only epics can be chosen during Project creation.

      Steps to Reproduce

      1. go to home.atlassian.com
      2. select Create then Project in the header
      3. note the Link to an existing Jira epic field, and pasting a non-epic item into that field will result in a validation error

      Expected Results

      I think current behavior is expected, however it would be helpful for some customers to allow linking to a non-epic work item during Project creation. 

      This relates to, but isn't quite the same as https://jira.atlassian.com/browse/ATLAS-36 , since linking with non-epic items is possible but is not supported by the creation modal, while syncing with non-epic items is not supported.

      Syncing with non-epic items would also likely solve this feature request, so long as the create modal was also updated to allow syncing with other work types as well.

      Actual Results

      Only epic work items can be linked from the Atlassian Project creation modal.

      Workaround

      Create the Atlassian Project, then link it to a work item after it has been created.
