Allow admins to configure New Navigation sidebar

      User Problem

      Admins would like to have the option to customize the list of apps in the sidebar to not allow their users to have quick access to activate some apps that their Org doesn't enable. By allowing users to fully customize the apps in the sidebar, they can better use each app without feeling like they are constantly being shown additional products they did not seek out.

      Suggested Solutions

      Allow admins to configure the apps list in the sidebar for all users.
