Currently, in Jira, you can link your issues to Goals. However, when you click on the Goals field in the Jira issue layout, a list of your created Goals does not appear automatically. Instead, you need to start typing to see the available options.
Users have expressed a preference for the ability to view a dropdown list of their Goals as soon as they click on the Goals field.
