Add a filter for tracking Goal Metric changes on Dashboard

      Issue Summary

      Customer is requesting to have a filter added to Dashboard for tracking goal metric changes. With this this filter, customer will like to see all the Metric progress changes that has happened over a set period time for a goal. 

      Steps to Reproduce

      1. Goto to Dashboard
      2. Click on Manage filter and there is no option for Metric progress

      Expected Results

      Have a filter for Metric progress tracking over a certain period of time. 

      Actual Results

      The below exception is thrown in the xxxxxxx.log file:
