Send Platform Experiences access request email to Org admins only

      User Problem

      End users can send requests to enable Platform Experiences on a site. Currently, these emails titled "XYZ is requesting to start a trial of Atlassian Goals" are sent to Org admins along with site admins. 

      Site admins don't have the permissions to enable Platform Experiences so it's confusing for users why they receive these emails. 

      Suggested Solutions

      Send Send Platform Experiences access request emails to Org admins only.
