Goal View-only permission

      Users would like to set the permission to view only on a Goals. 

      They have cases where they want the users to see the Goals, but they don't want them to create or interact with Goals only see and receive updates about them.

      This is impossible to set at the moment. Right now, they can grant access or revoke access to all of the Goals.
