Show an error message to indicate why a contributor can't be added

      User Problem

      When we attempt to add a contributor to a project, if the individual does not have access to Projects in admin.atlassian.com, they initially appear to be added but then quickly disappear from the contributors' list. There is no error message explaining the issue, which can be confusing.

      Suggested Solutions

      Add an error message in the UI indicating that the user could not be added due to insufficient permissions.
