Jira is not recognized as an enabled product when creating a project

      Issue Summary

      When users create a project, the "Link existing work" field in the pop-up window is greyed out. Atlassian Home doesn't detect the Jira product as already enabled on the same site. 

      Steps to Reproduce

      1. Go to Atlassian home on a site where Jira is enabled
      2. Click "Create a project" button

      Expected Results

      Users can select a Jira epic in the "Link existing work" field to create a project linked to that epic. 

      Actual Results

      The "Link existing work" field is greyed out and doesn't allow users to create a project from a Jira epic. 

      Workaround

      1. Create your first project even though the "Link existing work" field is greyed out
      2. Go to that project and link a Jira issue on the project page under the "Where is work tracked?" section
      3. Refresh the page

      As soon as a first Jira epic is linked to a project, Jira syncs with Atlassian Home. Afterward, the prompt to enable Jira disappears from the "Create a project" window and users can create projects out of existing Jira epics.
