Allow users to bulk create/update goals

      User Problem

      Currently, there isn't a way to upload or edit Goals and Sub-goals in bulk to Atlas, so they need to be manually created.

      Suggested Solutions

      Allow us to send bulk updates of goals or the ability to upload a .csv to make batch updates.
