Issue Summary

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Copy a link for a Jira task/epic
2. Access a Goal and go to the Jira tab
3. Click on the + sign to add a link, paste the link, hit Add
4. Remove the Jira link by clicking on the X on the Jira link line
5. Click on the + sign one more time and add the same link, hit Add
6. You'll see an error "Wrong URL. Try pasting a new Jira link" but if you reload the page the link is added. 

Expected Results

Not see the error message and the link is added correctly.

Actual Results

Error: Wrong URL. Try pasting a new Jira link

Workaround

Reload the page after removing a Jira link from a Goal.
