Site admins should be able to gain access to private projects

      User Problem

      Currently, if a user has a private project only the owner and the contributors can change the owner or contributors. If this user leaves the company no one is able to gain access to the private project. 

      Suggested Solutions

      Allow site admins to gain access to private projects.

      Current Workarounds

      Restore the user's mailbox to gain access to their account and change the owner/contributors.
