Issue Summary

In the tag page, some projects do not show up in the project list but are visible when filtering by a certain status in the same page. 

The missing projects are visible in a project directory view. 

Steps to Reproduce

1. Go to a tag page and you should see that the actual count of the projects of a certain status (like on track) is actually lower than the summarised count at the top
2. Click on the project status (eg on track) and you should see all correct projects 

Expected Results

All relevant projects  show in the tag page in the project list. 

Actual Results

Some projects are missing from the default tag view.

Workaround

Users can click on the status to filter the list of projects by that status then see the completed correct results. 

Users can also go onto the project directory and filter by tag and status to see the correct results.
