Issue Summary

When the Bitbucket pipeline has a configuration error, it would be good if we can receive a Slack notification.

Similar to how we can receive a Slack notification when the Bitbucket pipeline fails.

Steps to Reproduce

1. Setup a branch to have Slack notification webhooks including "pipeline failed"
2. Commit and push to the branch with a Bitbucket pipeline yaml that is badly configured (e.g. such as bad syntax)

Expected Results

Can receive a Slack notification when the Bitbucket pipeline is in an Error state. Note that filtering the pipelines page by Failed state actually includes pipelines in Error state.

Actual Results

Didn't receive a Slack notifcation
