Slackbot repeatedly asks users to install Jira Cloud app even though it's installed

      Issue Summary

      When linking Jira tickets within a slack DM, slackbot will suggest users install the Jira Cloud app for slack, even when it's already installed.

      Slackbot dialogue: 
      That looks like a Jira Cloud link. Would you like to install the Jira Cloud app from the Slack App Directory?

      No options are helpful to get stop this repeat, clicking "No, thanks" it will say "Ok, I won't ask you again" - then asks you the next time a ticket is linked. 

      Steps to Reproduce

      1. Send a Jira ticket URL within a DM 
      2. Slackbot will ask you to install Jira Cloud App
      3. No options will stop this from repeating the next time a ticket is linked. 

      Expected Results

      There should not be a suggestion to download an application that's already installed. Furthermore, clicking "No, thanks" should stop the suggestion from popping up again. 

      Actual Results

      Slackbot will repeatedly ask users if they want to install the Jira cloud application. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
