We would like to have the ability for users to be able to set up Slack personal notifications of their choice from Jira.

I imagine this would function similar to filter subscriptions at the moment, where users can create a filter to send notifications for, either as it happens or on a scheduled basis (maybe the latter is more technically feasible since it is JQL).

For example, I am a regular user of Jira (not admin, so I cannot set up a project level Slack notifications) and I would like to receive a notification of all issues in project ABC which have the component set to XYZ. Or I would like to receive notifications for all issues which have the component set, regardless of project.
