Allow JSD customer to connect a Jira instance using the Jira cloud for Outlook

      Problem Definition

      Users that are JSD customer on an instance can't connect the Jira cloud for outlook to the Instance since they don't have a license (JSD customer only).

      Suggested Solution

      Allow the JSD customer to connect the instance with the Jira cloud for outlook to open tickets, as they normally do in case they have product access (License) on the instance.

      Why this is important

      The Jira Cloud for Outlook is an add-on to help the users quickly open an issue in Jira. JSD customer should have this option as well.
