You will not be able to create new issues because the user limit for your JIRA instance has been exceeded, please contact your JIRA administrators when trying to create an issue

Users are receiving the following message when trying to create an issue: "You will not be able to create new issues because the user limit for your JIRA instance has been exceeded, please contact your JIRA administrators."

This is happening because when a V3 add-on is installed in the instance, a user is created and added to the jira-users group. Since this is the group that grants access to JIRA, one of the licenses is consumed by the user.

Also, the add-ons are added to the atlassian-addons-admin group, and this group is granted JIRA Administrators Global Permission, which also consume one of the user licenses

Workaround:

1. Identify the members of the atlassian-addons group at: https://instancenamehere.atlassian.net/admin/groups/view?groupname=atlassian-addons
2. Uninstall all add-ons that have users that are members of this group. This can be done from https://instancenamehere.atlassian.net/plugins/servlet/upm#manage (JIRA).
