Currently, even when there is no data for a given value in a time series, the chart tooltip will show every possible value and show "No data."  This sometimes obscures the items that have data and makes the tooltip difficult to be read.

It would be helpful to be able to hide items with "No Data" from the tooltip, or even do this by default.
