Ability to query dashboard metadata via API

      User Problem

      As an admin, I would like to be able to query an API for metadata around dashboard metadata like permissions, usage, or a list of all dashboards.

      Suggested Solutions

      This would likely work as a REST format:

      i.e. GET/POST /v1/dashboard

      GET /v1/dashboard/dashboard-id
