On the other hand, we've released the discover products which allow Org admins to see products created by managed accounts that are not linked to that org (needs Atlassian Access). This provides some clarity on other possible Organization owned by managed accounts.
As always, thank you for the opportunity to improve our products, Feel free to bring additional feedback via existing suggestions!

Problem Definition
- It's possible for a single company to create multiple organizations and it isn't clear to admins how many organizations exist
Suggested Solution
- For customers who are not an Atlassian Access subscriber or users who want to claim a domain, have a banner on the Cloud instance or User Management page that has a link to the organization management page
- Have a similar banner/verification on the Access subscription flow on https://www.atlassian.com/software/access
- Link/display orgs. and admins that are on the same domain
Why this is important
- Creates added overhead and confusion for customers as it's not clear that each Cloud site has its own organization and customers may create a new(duplicate) one
Workaround
- Claim your domains/subscribe to access on your existing organization/organisation instead of the newly created organization. On the https://admin.atlassian.com/o/<org_id>/overview page, you can see which Cloud instances are associated with that particular organization
- Please see: Transfer products to another organization for instructions on how to move product between organizations
