Bulk delete option for user provisioning

With the user provisioning features, identity providers such as Azure support syncing of large number of users and groups. This is prone to creating a bulk number of Atlassian Accounts that are not meant to be provisioned.

At the moment, the org administration does not provide any clean up option for removing incorrectly provisioned users and groups. Admins will need to trigger a delete on users one by one to clean up.

Suggestion :

Provide a bulk clean up method for provisioned users and groups. For deletion of accounts, also allow to bypass notifications to end users.
