Restrict Atlassian Account creation at the Organization

      Suggestion:

      It would be nice to have the ability to restrict users under a verified domain to not create Atlassian Accounts or to have to pass through an approval flow.

      Business case:

      For large companies, some users end up creating empty managed Atlassian Accounts that will start to populate the managed accounts count and to delete these account it's required to wait for 14-days grace.
