Currently, there is no ability to enforce 2 factor authentication for all accounts. You can sign up for Atlasssian Access, but there is no ability to enforce 2 factor for other domains. It not possible to access servers for domains our organization does not own. 2 factor should be enforced by default to protect from brute force attacks.
