Allow organization administrators to create new organizations

      Summary

      For administrators that support more than one Cloud site and companies, it becomes a blocker when this administrator needs to create a new organization for another company she/he supports as the option is not available, having to create a temporary user to create the organization, grant access to the primary user and then deleting this temporary user.

      Suggestion

      Allow organization administrators to create new organizations.

            The way to create organizations is different from when you create one from scratch, in the scratch one you create an organization and along with that a subdomain, however, this new way doesn't ask for the subdomain, instead asks later to verify your domains, the original way had a field to get a new subdomain, but this one asks you to do very different things like copying a file to upload to a server, but we don't have a server for Jira, we're using the cloud Jira.
