Allow more classification levels

      Currently, we're only allowed to configure upto 10 classification levels with data classification.

      This limit is documented here - https://developer.atlassian.com/cloud/admin/dlp/rest/intro/#classification%20level

      10 isn't enough for use cases of large/enterprise customers, please allow more classification levels.
