Currently JSM can be configured to allow for portal-only customers to authenticate through SAML SSO. However, it can't be used if SCIM provisioning is configured and the users are being synced.

The ask is to allow a way to both configure SAML SSO for portal-only users that are also being SCIM provisioned.
