Use Case:

When additional sites move into the same organisation, we cannot assume that new site-admins will have product access to reach the audit logs, this can be for many reasons, sometimes there are external auth systems that are setup to not grant cross site product access for security reasons.

Due to this, site-admins will not always have product access to view the site based audit logs, therefore important data related events like the creation and deletion of projects are not in an accessible location, which are required for spot checks / data integrity / security tracking.

This should be present in the Org level logs to give restricted site-admins the ability to perform spot checks.
