Allow organization admin to merge the sites within the organization

      Issue Summary

      When an organization has multiple products under multiple cloud sites, there is no method for updating the cloud site name of one site to another.

      Steps to Reproduce

      1. Spin an organization with a cloud site a1.atlassian.net
      2. Add another site as a2.atlassian.net
      3. Try to update the a1.atlassian.net to a2.atlassian.net or vice versa

      Expected Results

      The organization admin should have the ability to transfer the products between sites within the same organization.

      Actual Results

      Currently, no method allows to update the site URL to an existing site within the organization.

      Workaround

      No viable workaround
