Enable a self-service feature for transferring organizations in the New User Management.

      Problem Definition:

      Currently, the process for transferring products to another organization is only available for sites using the old admin UI. In the New User Management system, there is no option within the Atlassian UI to perform organization merges or transfers.

      Suggested Solution:

      Enable a self-service option in the Atlassian UI to transfer or merge organizations that are using the New User Management system. Additionally, provide comprehensive documentation to guide users through this process.
