Issue Summary
Give the Org admins the option to enable Jira mobile notifications for External users that are using the authentication with a one time passcode.
Steps to Reproduce
- While going to
https://admin.atlassian.com/o/<your_org_ID>/external-users the users listed under the policy will not receive Jira mobile notifications.
Expected Results
Have an option to enable/disable Jira mobile notifications for user under "External users" that are using the authentication with a one time passcode.
Actual Results
Users with MFA in the External User policy under "https://admin.atlassian.com/o/<your_org_ID>/external-users" and authenticated with a one time passcode will stop getting notification pushes on Jira mobile app.
At the moment, users under the "External users" don't receive mobile notifications as per the What's external user security?.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
