Include Allowing/Blocking User Installed Apps events in the audit log.

      Issue Summary

      Certain apps can be installed by users on an Atlassian site at any time. Org and Site admins can also choose to restrict app installation to admin level by selecting Block user apps in the Connected apps settings. However, this event - Allowing/Blocking User Installed Apps is not logged in the audit log.

      Steps to reproduce

      • Go to admin.atlassian.com. Select your organization if you have more than one.
      • This step is different depending on your user management experience:
        • Original: Select the site's name and URL to open the Admin for that site.
        • Centralized: Select Products then select the site from the left hand side.
      • Under Site settings, select Connected apps.
      • Under the settings tab, click Block/Allow user apps.

      Actual Results
      The event is not logged in the audit log.

      Proposed Results
      Log this event in the organization audit logs to give Org admins visibility.
