Problem Definition

Atlassian accounts are able to generate API tokens at the site level to use with Jira cloud APIs from the cloud instances to where they have access based on the permissions they're given. At the moment, any user can overload the site via scripts and the access they're granted via API token.

Suggested Solution

Give the site admins the option to limit the usage of API tokens from unmanaged users in their cloud site to avoid performance degradation.
