Issue Summary

When trying to load the group conflict resolution page, the error "we ran into an issue loading this data" is present. Click "try again" does not fix the issue.

This is reproducible on Data Center: (no)

Steps to Reproduce

1. Navigate to group conflict resolution page.
2. See error

Expected Results

There should not be an error when loading this page, and instead the regular group conflict resolution page should be present.

Actual Results

The UI shows the error: "we ran into an issue loading this data"

The network tab of the browser shows:
