      Filtering for Access non-billable managed accounts can return users with product access, as seen in the non-billable logic here -> https://support.atlassian.com/subscriptions-and-billing/docs/manage-your-bill-for-atlassian-access/#Which-users-are-are-not-considered-unique-billable-users

      This is sometimes confusing for Org Admins as maybe such users become non-billable due to Enterprise \ Opsgenie \ Statuspage license provided from outside the org where the domain is claimed & Access subscription is enabled.

      Ideally - there should be a banner or label marking such users as non-billable due to Enterprise\Opsgenie\Statuspage\non-billable policy membership.

      How to repro:

      • go to admin.atlassian.com > Directory > Managed Accounts page
      • select "All accounts" -> "Atlassian Access - Nonbillable" filter
