Problem Definition
At present, the process to Transfer products to another organization is only available to sites using the old admin UI.
Suggested Solution
Implement means to merge organizations regardless of whether or not they are using the old admin UI or the new admin UI
Why this is important
While organization admins can create a support case to seek Atlassian Support help here, in order to be able to merge organization and transfer sites between organizations, both sites need to be using the old admin UI.
Currently, once the UI has been reverted to the old UI, it cannot be switched back to the new UI.
Workaround
Currently, sites that are unable to self-service this are required to create a support case over in https://support.atlassian.com/contact/
