      At the moment the SSO in Atlassian Cloud is implemented on the organization level and it is enforced to managed account on all products that uses Atlassian Accounts. As such, end users will always need to enter an email address via id.atlassian.com to be able to initiate a SAML-SSO authentication

      Suggestion : Provide an SSO solution on the site level

      • Allow SSO deep links
      • Bypass the Atlassian login page

Solutions like selective user claim (planned for the next year) are designed to give you more granular control over which users are SSO-enabled.
