Summary
When a Non-Admin user logs in to https://start.atlassian.com/ the user can access the Settings (Cog Wheel) > Cloud Administration on the Top Navigation bar and they are redirected to the following URL https://admin.atlassian.com/o/create. This allows any Non-admin user to create an Organization of their own, and create a site under it.

After all, this may be an intended behavior as we want the users to access the https://start.atlassian.com/ portal with their Atlassian Account and then be able to create organizations and sites and subscribe to Atlassian products. However, we have been getting support tickets where other Org admins have complained about their users being able to go to these pages and then unknowingly create Org and Sites of their own. This is creating a lot of unwanted sites to show up on their start.atlassian.com page and also unwanted redirections to these new Orgs and sites as these users created the Org and sites without knowledge.
These are also coupled with support requests where the customer received an email that they were getting billed "Estimated bill" for the site their users created unintentionally.
Suggestion
- Could we try and make the flow of the Org Creation a bit more informative where the non-admin users gets a highligted banner of important notes/Information when redirected to https://admin.atlassian.com/o/create
