Issue Summary

Unverified accounts don't return in the search field to add a new member to an Authentication policies.

Steps to Reproduce

1. Navigate to the Org > Security > Authentication Policies > Edit > members tab > Add members
2. At the Individual entry, search for the unverified account

Expected Results

The account should return in the search to be added to the policy.

Actual Results

The user does not return.

Workaround

Add the account(s) to the policies using the Bulk entry option (CSV file).
