Improve error message for deleting configuration for SAML while in use by authentication policy

    Description

      When SAML is enforced in one authentication policy, you cannot delete the configuration, but instead of informing that this is the reason, the error thrown is generic:

      Something went wrong, try again later.

      But verifying with the developer tools, the true reason is thrown as the response for the HTTP request:

      {"code":"SAML_IN_USE","message":"SAML is used by auth policies"}
