As a Trello user, I want to be able to tag Workspace members on card comments who aren't part of a board on the Android app

User Problem

Currently, Trello users can tag Workspace members on cards' comments even when they aren't part of the board on the web/desktop apps, allowing users to be notified via app or email. However, this isn't possible when using the Trello Android app. 

Suggested Solutions

We need to enable Workspace visibility in mobile apps so that members of a Workspace can be tagged in comments of cards on boards they're not members of.

Current Workarounds

Users can tag members of the Workspace in card comments on boards they are not members of by manually typing the user's username. Although they won't see any prompt or option to select the user, this method should still send them an in-app and email notification when they're tagged.
