Premium and Enterprise Workspace admins are unable to view Private boards

Issue Summary

Workspace admins in Premium and Enterprise workspaces are unable to view Private boards in the workspace, when they try they

Steps to Reproduce

1. Create a board in a Premium or Enterprise workspace
2. Make the board Private
3. Add an account as admin of the workspace the board's in but make sure they're not a member of the board
4. Try to access the board either via the link or an in-app button

Expected Results

The board should load for the workspace admin

Actual Results

The admin is redirected to Trello's homepage (https://trello.com)
