Improve debugging output in Seraph login filters

We have a had a few Seraph "cant remember my cookie" problems lately. However the DEBUG level output in the code is very poor and it makes it extremely hard to work out what is going wrong.

Can we place more log.debug statements in so we can see "cookie presentation" before a check is made and more statements around why the user cookie is being rejected.
