CMAs should provide breakdown of user accounts and licensing

      Issue Summary

      When Migrating users, JCMA will tally the total number of users, but will not cover which of these users are deactivated, or how many licenses will be needed in Cloud to cover the userbase. 

      Steps to Reproduce

      1. Migrate users via JCMA
      2. Proceed to the last step, Review

      Expected Results

      There will be a complete breakdown of user types, including deactivated (former) users, and current users' license requirements.

      Actual Results

      There is a summary of users and groups, but deactivated accounts are included in the list, with no distinction from active users, which means the count of users migrated is not useful for admins planning licensing. 

      Workaround

      Counts of licensed/active users can be found in Administration section of Jira, independent of Migrations.  These values can be compared to the migration summary to get the needed info.
