User can't select items in View and Tools menu with keyboard.

Steps:
1. Login JIRA
2. Goto planning board and click to view the menu options under Tools or View.
3. Try to select any menu option by using keyboard, by using up and down arrow keys

Result:
1. Scrolling and clicking enter on any of the options in list doesn't select it.
2. Selecting options in JIRA for same type of drop down works with keyboard.

Expected:
1. User should be able to select options using keyboard.
