Disabling DVCS Plugin make the system plugin called Development Integration Plugin disable automatically

Steps to reproduce:

1. install JIRA 6.1 and integrate it with version control application. Eg: Stash. The Development section in the Issue View page will appear.
2. install DVCS plugin version 1.4.3
3. disable the DVCS plugin

Symptom of the problem:

1. try to navigate to the issue that has Stash commits. The Development section will be missing.
   
2. navigate to JIRA Administration > Manage Add-Ons > System > Development Integration Plugin is disabled. JIRA throws ERROR when administrator try to to Enable this plugin
3. In the logs, error below can be found:

   ERROR admin 1303x349x1 1qqeu45 127.0.0.1 /rest/plugins/1.0/com.atlassian.jira.plugins.jira-development-integration-plugin-key [atlassian.plugin.manager.DefaultPluginManager] There was an error loading the descriptor 'null' of plugin 'com.atlassian.jira.plugins.jira-development-integration-plugin'. Disabling.
   java.lang.NullPointerException
   	at com.atlassian.plugin.module.ClassPrefixModuleFactory.createModule(ClassPrefixModuleFactory.java:32)
   	at com.atlassian.plugin.module.PrefixDelegatingModuleFactory.createModule(PrefixDelegatingModuleFactory.java:100)
   

To solve the problem:

1. try re-install the DVCS plugin
2. if DVCS plugin already installed, try enable it
3. next is to try to enable the Development Integration Plugin. If can't be enable, restart JIRA
   it is a must to enable the DVCS plugin before attempting to enable the Development Integration Plugin
