Allow translation on GH managed custom fields.

      Following JIRA Agile managed fields are locked.
      However, these fields are need to be translated just like other fields.
      Currently, it can't be translated.
      It is very annoying while all others are translated for JIRA Agile, but not in JIRA Issue View Screen, or notifications.
