Problem Definition
Currently, there's no option to disable issue creation via JIRA but able to create via Customer Portal
Suggested Solution
Provide the option to create issue via JIRA or Customer Portal or both.
Workaround
Configure Create Issue permission only for Service Desk Customer - Portal Only . But , do note that JIRA will throw below error :-
